ㆍ Navigating Association of Southeast Asian Nations-Republic of Korea(ASEAN-ROK)'s Development Cooperation Agenda in Post-2030 Dialogue: Potentials and Challenges  l  Moon Suk Hong
The Association of Southeast Asian Nations (ASEAN) and Southeast Asian countries have been engaging more visibly and actively in the Sustainable Development Goals (SDGs) dialogue than the millennium development goals domain. However, ASEAN has not been observed championing Agenda 2030 and retaining the SDGs on the global development policy agenda like the European Union. Hence, this study explores the possible roles played by and strategic interactions of ASEAN with the Republic of Korea (ROK) in the development cooperation domain. Specifically, this study clarifies available options to develop a unifying framework after 2030 and highlights ASEAN’s roles and Korea’s contributions in terms of the countries’ competing geoꠓpolitical global development paradigms. Moreover, this study examines ASEAN’s role and positionality as a global development policy actor and a regional multilateral actor by indicating the regional division of development needs and priorities and negotiating the changes in global geopolitical contexts. Finally, the article suggests three strategic recommendations for ASEAN-ROK’s joint initiatives for development cooperation: Focus on developꠓment and humanitarian gaps, assist the development of national development plans and post-2030 plans in core contribution areas, and overcome social and environmental sustainability challenges.
ㆍ Cost-Benefit Analysis of a Smart Greenhouse Facility in Western Visayas (Region VI) and Northern Mindanao (Region X), Philippines  l Rechel Corachea Macalalad, Byung Wook Yun, Hwa Seok Hwang
This study analyzed the costs and benefits of establishing a smart greenhouse facility in Iloilo City in Western Visayas and Bukidnon in Northern Mindanao in the Philippines to determine the required investments and possible returns in adopting the technology. Various financial metrics were used to determine the technology’s profitability. The findings revealed that a substantial initial investment was needed to establish and operate the facility because the materials used to construct its physical structure and the equipment procured are imported. Moreover, the facility’s full capacity utilization and benefits had not been fully realized and maximized yet. This resulted in varying degrees of financial feasibility and profitability. Overall, shiitake mushroom cultivation demonstrated financial profitability despite high initial investment costs, while production of honeydew melons, netted melons, strawberries, and cherry tomatoes showed uncertain and potentially unprofitable results. The baseline data developed can be used by project implementers to conduct follow-up project evaluations and return on investment analyses for smart greenhouses. Furthermore, the results of this cost-benefit analysis can help farmers decide whether to invest in smart farms. Finally, the results of this study can be used to craft relevant policies and guidelines to encourage and accelerate the local development and adoption of smart agriculture ICT-based technologies in the Philippines

ㆍAnalysis on OECD DAC’s Progress in Implementing Its Strategy to Strengthen Partnership   l Ko Yo Han, Yoon Yu ri, Shin Joong min
This paper reviews the Global Relations Strategy(GRS) of the Organization for Economic Co-operation and Development(OECD) Development Assistance Committee(DAC), and its current implementation status. The DAC’s Global Relations Strategic Direction(GRSD), finalized in August 2023, presents a framework for strengthening cooperation among the DAC members, non-DAC countries, even including various development cooperation stakeholders. The DAC’s strategy focuses on enhancing policy dialogue and knowledge-sharing in development cooperation, promoting greater inclusivity in the DAC‘s decision-making process, and building a more effective development cooperation system. To achieve these goals, the DAC has extended its partnerships with non-DAC countries, international organizations, and the private sector, encouraging broader participation from various stakeholders. Notably, the DAC has been striving to strengthen cooperation with major emerging economies among non-DAC, aiming to either extend DAC membership or invite them to observe the organization’s thematic meetings and activities. The GRSD has evolved into a crucial tool for the DAC to navigate the changing global development landscape. With regards to these changes, Korea could also seize an opportunity to play a pivotal role in the international community, by shaping development cooperation strategy more inclusive and collaborative; efforts to enhance policy dialogue and cooperation with diverse stakeholders will be crucial. Drawing on the experiences as the DAC, it would also include continuous revisions and amendments to the relevant policies and strategies, to keep the pace and move forward in an evolving global landscape.

ㆍ Democratic Backsliding in Recipient Countries: Aid Trends and KOICA’s Strategic Responses l KIM Su Jin, SONG Su Jeon
The aim of this study is twofold: firstly, to analyze the present status of ODA for democracy in accordance with the political systems of recipient countries, and secondly, to draw implications for the setting of an effective direction for KOICA's assistance. For this purpose, this study first examines the patterns of change in policital systems in recipient countries through a literature review and summarizes the main findings of the 34th OECD GovNet Plenary and interviews with representatives of major donor institutions on the “key discussions on the phenomenon of de-democratization in the context of development assistance.” Secondly, this study reviews the development cooperation policy/strategy documents of DAC donor countries to examine the status of the explicit inclusion of democarcy in each country’s strategic documents. Finally, to understand the status of ODA for democracy by political system, an analysis of the number of assistance programs of DAC donor countries was conducted using OECD DAC data and v-dem ERT data from 2011 to 2022. In light of the findings, this study puts forth two potential avenues for KOICA’s ODA for democracy, with a particular emphasis on aligning its assistance with the prevailing political systems in recipient countries.
