ㆍ Case Study Analysis on Taking an Integrated Approach toward Green Recovery and Inclusive Development l Yoon Yuri, Kong Sujin
Discussions on climate change and international development cooperation have been continuously held since the 2000s. The OECD Development Assistance Committee (DAC) has been integrating climate change actions into development cooperation projects and emphasizing climate resilience; i.e. preparing guidelines for climate change adaptation. In order to minimize the negative impact of climate change on developing countries and to improve their recovery capacity, climate change should be recognized as an overall social issue, and in this context the OECD is promoting climate-development integration. Korea also, in line with this global trend, established the 3rd Comprehensive Plan for International Development Cooperation, including projects not only focusing on climate change adaptation but expanding to mitigation, to promote the Green New Deal ODA strengthening developing countries’ resilience to climate change. KOICA established a Mid-term Strategy for Climate Action (2021-2025) to carry out the development cooperation of the government’s Green New Deal and 2050 Carbon Neutrality Strategy. And as part of the implementation of the strategy, KOICA is partnering with GCG, accredited since July 2021, and is developing GCF pipelines by cooperating with various partners including GGGI...
ㆍ Water as a cross-cutting issue and its implication to KOICA │ Ko Yohan et al
Among the eight Millennium Development Goals (MDGs), goal number seven references the water issue by stating the need to “Ensure environmental sustainability”. Since then, water has acquired greater prominence upon the advent of the Sustainable Development Goals (SDGs), a new set of global benchmarks, as set down in the SDG 6 , "Ensuring availability and sustainable management of water and sanitation for all". It is no longer seen as an isolated concern and has become a cross-cutting issue with significant implications for the economy, society, environment, and among others. Consequently, the global community is continually seeking to foreground water’s key role across various arenas, and organize conferences to help governments shape more effective, efficient, and inclusive policies...
ㆍ Boundaries Between Climate Change Response and Trade Protectionism │ Center for ODA Research at KOICA
Climate change response is the preeminent challenge facing the international community. Many countries are setting up policies and strategies with sustainability as their top priority while striving to reduce their carbon emissions. Currently, 132 countries and 822 companies have declared net zero commitments. In addition to making such declarations, influential manufacturers with substantial electricity consumption are joining the RE100 initiative. Environmental sustainability is a global issue. As such, merely eliminating or relocating certain sources of pollution cannot provide a fundamental solution; instead, the issue requires a global solution where concerted efforts by all nations must be coupled with technological innovations...
ㆍ Impact Analysis of Organic Certification Subsidy on Economic Welfare in Uganda │ Jang Sunha
There has been rapid growth in organic agriculture worldwide. Pragmatic and systematic policies and regulations with sufficient support are required to leverage these opportunities. This study analyzes the impact of the certification subsidy policy on the welfare of consumers and producers in the Ugandan organic market and Ugandan Government. Results indicate increased producer surplus in the domestic organic market, although the subsidy makes total welfare loss. Therefore, this is an effective policy to secure and improve farmers' benefits by enhancing their market accessibility and increasing income, and to generate more interest from non-organic farmers in organic farming. Besides, positive environmental effects are expected. This study suggests relevant policies based on the findings and other factors improving its impact...
