ㆍ How to Evaluate Additionality
Statistical reporting directives for CRS do not provide details on how to evaluate additionality of PSI. Despite the fact that additionality is a criteria to determine the eligibility of PSI as ODA, there is no objective and commonly agreed method for evaluation. This could hamper integrity and reliability of all ODA data.
It is not easy to develop a method to evaluate additionality in an objective manner because we cannot assess something that did not occur and prove the causal relationship between the provision of public fund and financial additionality. It is an assumption, not a fact, that if the public fund was not offered to the private company, the project would not have been implemented or the project would not have gotten support from other private investors. This is why it is difficult to demonstrate the financial additionality. Also, it is not easy to show the value additionality and development additionality as the causal relationship between intervention and development outcome cannot be proved thoroughly. Furthermore, evaluation method depends on factors like financial instruments, type of additionality, and timing of evaluation. This is why it is difficult to develop an objective evaluation method for additionality...
ㆍ Adaptivement management in development cooperation and its application in KOICA l Yohan Ko et al
As the development cooperation environment undergoes major changes due to the COVID-19(C19), donor organizations are trying to properly absorb these changes and take them as an opportunity to restore organizational efficiency. As part of this effort, donor agencies in the United States, United Kingdom, New Zealand, Sweden and so on consider to apply Adaptive Management (AM) to their operation. AM refers to the project design, implementation, and management method that can achieves the development goal in the most effective way by trying various methods to determine which solution is the most workable in a situation where the basis for decision-making is uncertain, repeating the evaluation of the methods and revising the project implementation accordingly. However, there is not much discussion on AM in Korean development cooperation environment, this paper tries to drive an implication by analyzing the cases of AM of other donors and elaborate its application to KOICA.
ㆍ A global development paradigm for a world in crisis l CGD
This paper explores how and whether responses to COVID-19, particularly from non-DAC actors, have deepened the transition from an “international” to a “global” development paradigm, and it considers implications for the future of development cooperation. To do so, we map international responses to COVID-19—financial and beyond—to understand the changing nature of development challenges and cooperation as well as the growing role of non-DAC actors as part of this shift. Our analysis shows that while a diversity of actors contributed to international COVID-19 responses, the transition towards a global development paradigm has yet to materialize. Instead, responses to COVID-19 demonstrated clear tensions between the imperative for collaboration and the national interest, with the latter trumping the former.

ㆍ [Korea Herald][Contribution] Expanding horizons for global development partnership l Dastan Yeleukenov(KazAID)
Last December, Kazakhstan celebrated the 30th anniversary of its independence. A country with modest beginnings, Kazakhstan made a significant transition from being a recipient of Official Development Assistance (ODA) to the first country in Central Asia to adopt the national law on ODA in 2014.
Given Kazakhstan’s geographic location, its national capacity, as well as the challenges of global development, Kazakhstan has prioritized development assistance to the countries of its immediate neighborhood: Central Asia and Afghanistan.
As a relatively young actor in development, Kazakhstan has been striving to strengthen cooperation and coordination with other donors, both traditional and emerging. Due to this reason, the Kazakhstan Agency for International Development (KazAID) attaches great importance to its cooperation with the Korea International Cooperation Agency -- one of the most prominent development actors on the global arena. Partnership between the development agencies of Kazakhstan and Korea was formalized in November 2021 in Seoul. Since signing a memorandum of understanding, it was elaborated in an Action Plan until 2024, which envisages implementation of joint initiatives and participation in platforms, like the annual International Seoul ODA Conference. This year’s agenda of the conference was dedicated to Global Partnerships, which is undoubtedly an issue of the utmost importance...
